Update: with the latest event version this is how you craft the weapon and raise the tier:
During the Curse of the Black Knights - Return of Dragan event obtain four weapon parts and craft Tier 2 weapon

Obtain three same type of stones and craft Tier 3 weapon

There are 3 types of enchanted weapons (Fire, Lightning, Poison), each giving you resistance and bonus enchantment depending on the stones you are using during the crafting process.
